【摘要】:ThisEuropeanStandardspecifiescomplaintshandlingprinciplesrelatedtodomesticandinternationalpostalservices.Itappliestobothnationalandcrossborderservices.Attentionisgiventohowtohandlecomplaintsinmultipleoperatorsituations.Thestandardalsogivesguidanceforcompensationandredressprocedures.ThisEuropeanStandardmaybeappliedtoalltypesofpostalservicebothUniversalserviceandnon-universalserviceandbyalltypesofpostalorganizations.Itdefinesvarioustypesofcomplaintsandestablishesamethodologyforhandlingcomplaintsinordertoimprovetheservicegiventopostalusers.Italsogivesguidanceforcomplaintshandlingprocessestobesetupbypostalserviceprovidersinordertoimprovequalityofservice.ThisEuropeanStandardprovidesguidelinesbeyondtherequirementsgiveninISO10002andISO9001inordertoconsiderboththeeffectivenessandefficiencyofacomplainthandlingprocess,andconsequentlythepotentialforimprovementoftheperformanceofanorganization.WhencomparedtoISO9001,theobjectivesofcustomersatisfactionandproductqualityareextendedtoincludethesatisfactionofinterestedpartiesandtheperformanceoftheorganization.ThisEuropeanStandardisapplicabletotheprocessesoftheorganizationandconsequentlythequalitymanagementprinciplesonwhichitisbasedcanbedeployedthroughouttheorganization.ThefocusofthisEuropeanStandardistheachievementofongoingimprovement,measuredthroughthesatisfactionofcustomersandotherinterestedparties.Itshouldbenotedthatthenumberofcomplaintsreceivedmightnotberelatedtothelevelofservicegiven.Alargenumberofcomplaintsmayonthecontraryreflecttheeffectivenessofthepostaloperator'scomplainthandlingprocess.ThisEuropeanStandardconsistsofguidanceandrecommendationsandisneitherintendedforcertification,regulatoryorcontractualuse,norasaguidetotheimplementationofISO9001.InAnnexItherelationshipwiththesecondeditionofthisEuropeanStandardisexplained.
